Many efforts have been made to shift goods from road transport to maritime transport. Despite this, the distribution between modes is relatively unchanged over time.

There is a need for better assessments of realistic targets for modal shift and the potential for reduced energy use, as well as more competitive service offerings to enable modal shift.
