Karolina Isaksson is Professor of Transport Policy and Transport Planning at VTI. In her research, she carries out in-depth explorations of transport policy and transport planning, and develops knowledge of current conditions to transform the transport sector in a sustainable direction.
Karolina has more than 20 years of experience as a researcher in this field. In her work, she has often focused on how issues of environment, climate and social justice are integrated and taken into account in different types of planning and decision-making situations. Recurring themes are implementation challenges, power relations, institutional inertia, value conflicts and transformative capacity.
Karolina has also carried out research on environmental assessments and different types of policy instruments (e.g. congestion taxation) and experimental initiatives for sustainable mobility transitions. Karolina has also researched so-called "smart" mobility from a governance perspective, and has recently started working on issues of resilience and preparedness.
