Fuel consumption measurement and estimation

VTI has years of experience with estimating and evaluating fuel consumption in vehicles on the road under actual traffic conditions.

We use flow meters for measurements with strict requirements on accuracy. We have also developed a simulation program called VETO, to conduct fuel consumption estimates. In the program it is possible to at a detailed level describe the characteristics of a road and a vehicle that has significance for the energy use.

We undertake assignments where we carry out measurements and/or calculations and the program is also available for sale.

To get maximum information from the measurements of fuel consumption, it is imperative that important key variables are documentet in parallel, such as:

  • driving patterns
  • gear shift position
  • road conditions
  • meteorological conditions.


We measure all this in our emissions measurement vehicle.

Engine fuel maps are part of the important input data for fuel estimations. We have developed methods to estimate this for any segment of the vehicle fleet of your choice.

Apart from VETO, we also use several other programs that fuel estimation is a part of:

  • Artemis – at the regional and national level
  • HBEFA 3.1 - at the regional and national level
  • Contram – for evaluation of measures in street grids
  • Transyt – for optimal coordination of traffic signals
  • Coldstart – for descriptions of the effects of cold starting
  • Capcal – for detailed design of crossings
  • Vintermodellen – for effective road management under winter conditions.


We can also use our driving simulators to calculate fuel consumption based on driving habits.

Technical equipment

When we conduct fuel measurements in vehicles on the road, we use our emissions measurement vehicle. The measurement system includes:

  • fuel flow meters
  • temperature sensors
  • nitric oxide meter based on chemiluminescence
  • hydrocarbon analyser based on flame ionization detection
